The Terraform (HashiCorp BUSL) / OpenTofu (MPL) fork settled into parallel ecosystems: providers are cross-compatible, registries mirror, and the practical difference is license + a few language features (OpenTofu: foreach over modules, state encryption).

State of the fork
- Providers are compatible — OpenTofu consumes HashiCorp-licensed providers through the registry mirror; the provider ecosystem did not fork.
- OpenTofu language extras:
for_eachandcounton module blocks, provider-defined functions (adopted), native state encryption (OpenTofu-only, SOPS-free). - HashiCorp Terraform (post-IBM acquisition) added its own cadence — HCP-adjacent integrations, but BUSL licensing stands.
- Both read/write the same state format; switching tools on a live state file works with a version pin check.
Choosing
- Company policy prefers OSI licenses → OpenTofu, zero practical loss for most stacks.
- Heavy HCP/Terraform Cloud usage → stay Terraform.
- Either way: pin versions in
*.tfvers/required_version, remote state with locking, plan in CI. The tool matters less than the discipline.
